Ap\u00f3s mais de uma d\u00e9cada de produ\u00e7\u00e3o contida, <strong><a href=\"https:\/\/www.cbre.es\/insights\/articles\/la-produccion-de-viviendas-protegidas-alcanza-su-mayor-cifra-en-10-anos\" target=\"_blank\" rel=\"noreferrer noopener\">2024 marcou um ponto de viragem com um aumento de 62% no n\u00famero de habita\u00e7\u00f5es qualificadas<\/a><\/strong>, ou seja, oficialmente reconhecidas como protegidas, em compara\u00e7\u00e3o com o ano anterior. Este volume, que atinge n\u00edveis n\u00e3o vistos desde 2014, reflete um renovado interesse p\u00fablico e institucional em aliviar a press\u00e3o habitacional. No entanto, a diferen\u00e7a entre a oferta dispon\u00edvel e as reais necessidades das fam\u00edlias continua a ser significativa, condicionando tanto a evolu\u00e7\u00e3o do mercado imobili\u00e1rio como as oportunidades de investimento social.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Uma recupera\u00e7\u00e3o hist\u00f3rica com um d\u00e9fice persistente<\/strong><\/h2>\n\n\n\n<p>Os dados da <strong>CBRE<\/strong> confirmam que em <strong>2024 foram qualificadas 14.371 habita\u00e7\u00f5es protegidas<\/strong>, o n\u00famero mais elevado da \u00faltima d\u00e9cada e mais do dobro das cerca de 5.000 unidades registadas no m\u00ednimo de 2017. <strong>Este volume reflete uma mudan\u00e7a de tend\u00eancia ap\u00f3s anos de m\u00ednimos hist\u00f3ricos<\/strong>, impulsionada principalmente pela ativa\u00e7\u00e3o de programas p\u00fablicos e pelo investimento institucional.<\/p>\n\n\n\n<p>Contudo, este n\u00edvel de produ\u00e7\u00e3o est\u00e1 ainda longe dos padr\u00f5es anteriores \u00e0 crise financeira. Em 2008 foram entregues mais de 68.000 habita\u00e7\u00f5es protegidas por ano \u2014 um volume que contrasta fortemente com a situa\u00e7\u00e3o atual. Em termos relativos, <strong><a href=\"https:\/\/www.idealista.com\/news\/inmobiliario\/vivienda\/2025\/05\/23\/846343-las-viviendas-iniciadas-tocan-maximos-de-14-anos-con-mas-136-000-unidades-en-2024\" target=\"_blank\" rel=\"noreferrer noopener\">a habita\u00e7\u00e3o protegida passou de representar 30% de todas as habita\u00e7\u00f5es conclu\u00eddas em 2014, para apenas 14% em 2024<\/a><\/strong>, uma queda que evidencia a dimens\u00e3o do d\u00e9fice estrutural que se arrasta h\u00e1 mais de uma d\u00e9cada e que continua a ser insuficiente para equilibrar a balan\u00e7a entre a oferta dispon\u00edvel e a forma\u00e7\u00e3o de novos agregados familiares.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Um mapa desigual: a concentra\u00e7\u00e3o territorial da habita\u00e7\u00e3o acess\u00edvel<\/strong><\/h2>\n\n\n\n<p>Apesar da recupera\u00e7\u00e3o da habita\u00e7\u00e3o protegida em 2024, persiste um d\u00e9fice estrutural significativo que, al\u00e9m disso, n\u00e3o se distribui de forma homog\u00e9nea. O crescimento da habita\u00e7\u00e3o protegida concentrou-se nos territ\u00f3rios com maior press\u00e3o geogr\u00e1fica e procura n\u00e3o satisfeita. Em 2024, a <strong>Comunidade de Madrid liderou com 47% das habita\u00e7\u00f5es qualificadas (quase 6.800 unidades), seguida do Pa\u00eds Basco (14%) e da Catalunha (13%)<\/strong>, que, juntamente com Madrid, concentraram aproximadamente 74% da produ\u00e7\u00e3o nacional.<\/p>\n\n\n\n<p>No extremo oposto, comunidades como <strong>La Rioja, M\u00farcia e Cant\u00e1bria<\/strong> n\u00e3o registaram qualquer nova habita\u00e7\u00e3o protegida, enquanto a <strong>Galiza<\/strong> contabilizou apenas cinco unidades. Este desequil\u00edbrio territorial demonstra que a press\u00e3o demogr\u00e1fica, a disponibilidade de solo e a agilidade administrativa s\u00e3o fatores determinantes para impulsionar este tipo de projetos.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Os pilares da habita\u00e7\u00e3o protegida<\/strong><\/h2>\n\n\n\n<p>Para al\u00e9m desta concentra\u00e7\u00e3o geogr\u00e1fica, o <strong>regime de posse<\/strong> continua a mostrar um claro predom\u00ednio da propriedade face ao arrendamento acess\u00edvel. Apesar de a maior parte da procura n\u00e3o satisfeita se centrar no arrendamento, a maioria das novas promo\u00e7\u00f5es continua a orientar-se para a venda.<\/p>\n\n\n\n<p>Em 2024, <strong>apenas 26% das habita\u00e7\u00f5es qualificadas foram destinadas ao arrendamento sem op\u00e7\u00e3o de compra<\/strong>, enquanto as restantes corresponderam a regimes de propriedade ou f\u00f3rmulas mistas como cooperativas e ced\u00eancia de uso. Este padr\u00e3o \u00e9 coerente com a tradi\u00e7\u00e3o residencial espanhola, onde cerca de <strong><a href=\"https:\/\/www.idealista.com\/news\/inmobiliario\/vivienda\/2025\/02\/17\/832437-las-viviendas-en-alquiler-ya-suponen-mas-del-20-de-los-hogares-en-espana\" target=\"_blank\" rel=\"noreferrer noopener\">73% dos agregados familiares s\u00e3o propriet\u00e1rios<\/a><\/strong>. No entanto, dificulta a consolida\u00e7\u00e3o de um parque de arrendamento social suficiente e est\u00e1vel, capaz de mitigar a press\u00e3o da procura nos grandes centros urbanos.<\/p>\n\n\n\n<p>A recupera\u00e7\u00e3o do \u00faltimo ano n\u00e3o poderia ser explicada sem a contribui\u00e7\u00e3o dos <strong>recursos europeus e dos programas estatais<\/strong>. Entre as iniciativas mais relevantes destacam-se o <strong>Plano Estatal de Habita\u00e7\u00e3o 2022-2025<\/strong>, que mobiliza apoios diretos e cofinanciamento regional, e o <strong>Plano de Habita\u00e7\u00e3o para Arrendamento Acess\u00edvel (PVAA)<\/strong>, cujo objetivo \u00e9 disponibilizar at\u00e9 184.000 habita\u00e7\u00f5es acess\u00edveis, das quais mais de 80.000 estavam em desenvolvimento no final de agosto de 2024. A estes instrumentos somam-se os <strong>fundos europeus Next Generation EU<\/strong>, que financiam tanto novas constru\u00e7\u00f5es como projetos de reabilita\u00e7\u00e3o energ\u00e9tica.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>O investimento participativo: um canal estrat\u00e9gico para impulsionar o financiamento da habita\u00e7\u00e3o acess\u00edvel<\/strong><\/h2>\n\n\n\n<p>Neste contexto, o financiamento participativo surge como um canal estrat\u00e9gico para mobilizar recursos privados para projetos de impacto social que contribuam para aumentar a oferta de habita\u00e7\u00e3o protegida. Plataformas como a <strong><a href=\"https:\/\/blog.urbanitae.com\/pt-pt\/2025\/02\/26\/as-propostas-dos-partidos-politicos-para-combater-a-crise-da-habitacao\/?utm_source=blog_it&#038;utm_medium=organic&#038;utm_campaign=urbanitae_blog_0725&#038;utm_term=urbanitae&#038;utm_content=it_vivienda_protegida_crece\" target=\"_blank\" rel=\"noreferrer noopener\">Urbanitae<\/a><\/strong> t\u00eam desempenhado um papel relevante neste impulso.
