Apesar de ter sido proposto que as socimis fossem tributadas a 15% sobre os lucros n\u00e3o distribu\u00eddos, <strong>esta medida n\u00e3o foi aprovada no Congresso<\/strong>, e a proposta de modificar o regime fiscal das socimis <a href=\"https:\/\/elpais.com\/economia\/2024-11-18\/el-congreso-tumba-los-impuestos-a-la-banca-las-energeticas-y-el-diesel-a-la-espera-del-pleno-del-jueves.html?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noreferrer noopener\">foi rejeitada<\/a> durante a tramita\u00e7\u00e3o da reforma tribut\u00e1ria.<\/p>\n\n\n\n<p>No entanto, <a href=\"https:\/\/blog.urbanitae.com\/pt-pt\/2025\/01\/17\/estas-sao-as-12-medidas-do-governo-para-melhorar-o-acesso-a-habitacao-em-espanha\/?utm_source=blog_pt&amp;utm_medium=organic&amp;utm_campaign=urbanitae_blog_0125&amp;utm_term=governo&amp;utm_content=pt_reforma_fiscal_inversor\" target=\"_blank\" rel=\"noreferrer noopener\">o Governo anunciou recentemente a inten\u00e7\u00e3o de limitar os benef\u00edcios fiscais das socimis que investem em habita\u00e7\u00e3o<\/a>, aplicando-os apenas \u00e0s que oferecem rendas acess\u00edveis. <strong>Este ajuste fiscal n\u00e3o ser\u00e1 aplicado \u00e0s socimis que operam em outros setores, como o comercial ou log\u00edstico.<\/strong> Assim, estas continuar\u00e3o a beneficiar do regime fiscal especial que permite tributar a 0% no imposto sobre sociedades, desde que cumpram os requisitos estabelecidos, como distribuir pelo menos 80% dos lucros em dividendos.<\/p>\n\n\n\n<p>Nesse contexto, <strong><a href=\"https:\/\/x.com\/diegodelacruz?ref_src=twsrc%5Egoogle%7Ctwcamp%5Eserp%7Ctwgr%5Eauthor\" target=\"_blank\" rel=\"noreferrer noopener\">Diego S\u00e1nchez de la Cruz<\/a><\/strong>, analista econ\u00f3mico, afirma que &#8220;a fiscalidade das socimis do setor residencial acabou por ser afetada, de acordo com os planos do Executivo. Este aumento pode repercutir nos pequenos investidores, que perderiam o acesso a um ve\u00edculo de investimento amplamente utilizado em muitas economias desenvolvidas, e que, de facto, serve como ferramenta para financiar o desenvolvimento de novas habita\u00e7\u00f5es\u201d. Al\u00e9m disso, destaca que &#8220;as medidas mais prejudiciais para o setor imobili\u00e1rio tinham sido negociadas com o Sumar e n\u00e3o avan\u00e7aram no acordo final, mas a sombra da inseguran\u00e7a jur\u00eddica permanece e penaliza o desempenho do setor\u201d.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Implica\u00e7\u00f5es para o investidor particular<\/h2>\n\n\n\n<p>Para os pequenos investidores, estas altera\u00e7\u00f5es t\u00eam implica\u00e7\u00f5es relevantes que devem ser consideradas ao planear novas opera\u00e7\u00f5es ou gerir as existentes.<\/p>\n\n\n\n<p>Em primeiro lugar, <strong>a reforma introduz um aumento na tributa\u00e7\u00e3o sobre os ganhos patrimoniais decorrentes da venda de im\u00f3veis<\/strong>. A chave para aumentar significativamente a promo\u00e7\u00e3o de nova constru\u00e7\u00e3o passa por mobilizar terrenos e reduzir as barreiras burocr\u00e1ticas, bem como os prazos de tramita\u00e7\u00e3o urban\u00edstica, sendo que s\u00e3o os governos regionais que devem romper com o paradigma atual\u201d.<\/p>\n\n\n\n<p>A reforma tamb\u00e9m contempla <strong>incentivos relacionados com a efici\u00eancia energ\u00e9tica e a reabilita\u00e7\u00e3o de habita\u00e7\u00f5es<\/strong>.
