Selon l\u2019association professionnelle Asprima, <a href=\"https:\/\/www.eleconomista.es\/opinion\/noticias\/13322458\/04\/25\/la-comunidad-de-madrid-impulsa-278000-nuevas-viviendas-para-un-futuro-mas-habitable.html#:~:text=Un%20reciente%20informe%20de%20la,para%20equilibrar%20el%20mercado%20inmobiliario.\" target=\"_blank\" rel=\"noreferrer noopener\">les plans d\u2019urbanisme en cours repr\u00e9sentent une capacit\u00e9 de plus de <strong>278.000 logements<\/strong><\/a>, avec une trentaine de projets port\u00e9s par les municipalit\u00e9s, les propri\u00e9taires fonciers et les promoteurs immobiliers \u2013 constituant ainsi la plus grande transformation urbaine de l\u2019histoire r\u00e9cente de la r\u00e9gion.<\/p>\n\n\n\n<p>Cependant, le besoin est \u00e9vident : Madrid doit augmenter de mani\u00e8re significative sa production de logements pour r\u00e9pondre \u00e0 la croissance d\u00e9mographique et \u00e0 la formation de nouveaux m\u00e9nages. Actuellement, \u00e0 peine 14.000 logements sont construits chaque ann\u00e9e, un chiffre tr\u00e8s en de\u00e7\u00e0 des besoins, cr\u00e9ant un d\u00e9ficit d\u2019offre qui exerce une pression haussi\u00e8re sur les prix. Comme le souligne la f\u00e9d\u00e9ration madril\u00e8ne dans <strong>son rapport \u201c<a href=\"https:\/\/media.timtul.com\/media\/web_aci\/Proyecto%20Trinity%2025%20v3_2_20250311105802_20250320192055.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Trinity<\/a>\u201d<\/strong>, on estime que, dans les quatorze prochaines ann\u00e9es, la Communaut\u00e9 de Madrid devra r\u00e9pondre \u00e0 la cr\u00e9ation de 573.738 nouveaux m\u00e9nages. Cela implique d\u2019\u00e9largir le parc r\u00e9sidentiel de 2.636.988 logements en 2022 \u00e0 3.210.726 en d\u00e9cembre 2037, n\u00e9cessitant plus de 40.000 nouveaux logements par an.<\/p>\n\n\n\n<p>La construction r\u00e9sidentielle \u00e0 Madrid pourrait atteindre 30.000 unit\u00e9s annuelles en 2028, soit 60 % d\u2019activit\u00e9 suppl\u00e9mentaire, pour un investissement estim\u00e9 \u00e0 10 milliards d\u2019euros par an. Toutefois, il subsiste une demande non satisfaite de 187.000 logements, en raison du manque de terrains disponibles, de l\u2019augmentation des co\u00fbts et de la croissance d\u00e9mographique. En cons\u00e9quence, le prix moyen du logement dans la Communaut\u00e9 de Madrid a atteint en janvier 2025 les <strong>3.851 \u20ac\/m\u00b2<\/strong>.<\/p>\n\n\n\n<p>Dans ce contexte, la pr\u00e9sidente de l\u2019association des promoteurs madril\u00e8nes, Carolina Roca, a r\u00e9cemment r\u00e9clam\u00e9 que la nouvelle Loi sur le sol introduise davantage de flexibilit\u00e9 et r\u00e9duise les d\u00e9lais de traitement, rappelant que la f\u00e9d\u00e9ration alerte sur le probl\u00e8me de la sous-production depuis 2008.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Le Sud-Est, moteur de la croissance r\u00e9sidentielle<\/h2>\n\n\n\n<p>Les plans li\u00e9s \u00e0 la <strong>Strat\u00e9gie du Sud-Est de Madrid<\/strong> seront le principal moteur de l\u2019activit\u00e9 urbanistique \u00e0 court et moyen terme, comme le souligne l\u2019analyse d\u2019Asprima. Dans cette zone, de nouveaux quartiers sont projet\u00e9s : <strong>Valdecarros<\/strong>, avec une capacit\u00e9 de 51.656 logements ; <strong>Los Berrocales<\/strong>, avec 22.285 unit\u00e9s et d\u00e9j\u00e0 en phase de construction des premiers immeubles ; <strong>Los Ahijones<\/strong>, avec 18.724 ; et <strong>Los Cerros<\/strong>, avec 13.691. \u00c0 cela s\u2019ajoute la <strong>Nouvelle Centralit\u00e9 de l\u2019Est<\/strong>, qui pr\u00e9voit environ 20.000 logements, mais avec des d\u00e9lais de d\u00e9veloppement beaucoup plus lointains.<\/p>\n\n\n\n<p>Le cas le plus remarquable est celui de <strong><a href=\"https:\/\/blog.urbanitae.com\/fr\/2024\/03\/05\/les-cerros-se-presente-comme-une-ville-verte-integratrice-et-inclusive\/?utm_source=blog_fr&#038;utm_medium=organic&#038;utm_campaign=urbanitae_blog_0925&#038;utm_term=cerros&#038;utm_content=fr_madrid_desarrollos_urbanisticos\" target=\"_blank\" rel=\"noreferrer noopener\">Los Cerros<\/a><\/strong>, o\u00f9 les travaux d\u2019urbanisation avancent rapidement et o\u00f9 l\u2019on s\u2019attend \u00e0 ce que <strong>la construction des <a href=\"https:\/\/www.20minutos.es\/madrid\/desarrollo-verde-cerros-iniciara-construccion-primeras-viviendas-vuelta-verano_5734299_0.html\" target=\"_blank\" rel=\"noreferrer noopener\">premiers logements d\u00e9bute apr\u00e8s l\u2019\u00e9t\u00e9 2025<\/a><\/strong>. Le projet pr\u00e9voit 14.276 foyers, dont plus de la moiti\u00e9 b\u00e9n\u00e9ficieront d\u2019une protection publique, et ambitionne de devenir le \u201cpoumon vert\u201d de Madrid avec <strong>170 hectares d\u2019espaces verts<\/strong>, d\u00e9passant en superficie le Retiro ou Madrid R\u00edo. De plus, il int\u00e9grera un <strong>syst\u00e8me de bus \u00e9lectriques (BRT)<\/strong>, 30 km de pistes cyclables et un r\u00e9seau de sentiers et belv\u00e9d\u00e8res autour du Cerro de la Herradura.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Madrid Nuevo Norte<\/h2>\n\n\n\n<p><strong><a href=\"https:\/\/www.eldiariodemadrid.es\/articulo\/sociedad\/madrid-nuevo-norte-entregara-primeras-viviendas-2029-area-tablas-oeste\/20250704160645104876.html\" target=\"_blank\" rel=\"noreferrer noopener\">Madrid Nuevo Norte<\/a><\/strong>, autre grand projet urbain de la capitale (anciennement connu sous le nom d\u2019<strong>Op\u00e9ration Chamart\u00edn<\/strong>), commence \u00e0 franchir des \u00e9tapes visibles avec plus de 10.000 logements pr\u00e9vus et un quartier d\u2019affaires de premier ordre. Les travaux d\u2019urbanisation ont d\u00e9j\u00e0 commenc\u00e9 dans la zone de <strong>Las Tablas Oeste<\/strong>, ce qui laisse entrevoir l\u2019apparition des premi\u00e8res grues r\u00e9sidentielles en 2026 ou 2027 et la livraison des premiers logements en 2029. Le projet pr\u00e9voit non seulement des logements, mais aussi des gratte-ciel de bureaux, de nouveaux espaces verts et de grandes infrastructures de connexion.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Campamento et Solana de Valdebebas, prochains jalons<\/h2>\n\n\n\n<p>Un autre projet embl\u00e9matique d\u00e9j\u00e0 lanc\u00e9 est l\u2019<strong><a href=\"https:\/\/www.elconfidencial.com\/inmobiliario\/residencial\/2025-02-27\/operacion-campamento-vivienda-urbanizacion-ayuntamiento-defensa_4074610\/\" target=\"_blank\" rel=\"noreferrer noopener\">Op\u00e9ration Campamento<\/a><\/strong>, qui transformera d\u2019anciens terrains militaires en plus de 10.000 logements, dont 60 % prot\u00e9g\u00e9s, dans ce qui est consid\u00e9r\u00e9 comme la plus grande intervention publique de r\u00e9g\u00e9n\u00e9ration urbaine \u00e0 Madrid.<\/p>\n\n\n\n<p>Parall\u00e8lement, au nord-est de la ville, avance le projet <strong><a href=\"https:\/\/observatorioinmobiliario.es\/noticias\/residencial\/solana-inicia-sus-obras-el-desarrollo-urban%C3%ADstico-del-norte-de-madrid-contar%C3%A1-con-1393-viviendas\/\" target=\"_blank\" rel=\"noreferrer noopener\">Solana de Valdebebas<\/a><\/strong>, avec 1.393 nouveaux logements pr\u00e9vus, dont pr\u00e8s de la moiti\u00e9 en protection publique. Situ\u00e9 au nord de la commune, entre La Moraleja et Valdebebas, ce quartier est appel\u00e9 \u00e0 devenir une extension naturelle de Valdebebas, avec une forte demande malgr\u00e9 les prix \u00e9lev\u00e9s des terrains dans la zone.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Le r\u00f4le des communes de la m\u00e9tropole<\/h2>\n\n\n\n<p>Au-del\u00e0 de la capitale, plusieurs municipalit\u00e9s avancent avec leurs propres plans, comme le souligne Asprima :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Alcorc\u00f3n<\/strong> d\u00e9bloque l\u2019Ensanche Norte et Retamar de la Huerta.<\/li>\n\n\n\n<li><strong>Pozuelo de Alarc\u00f3n<\/strong> d\u00e9veloppe Montegancedo (1.000 logements) et ARPO (5.500).<\/li>\n\n\n\n<li><strong>Majadahonda<\/strong> ajoute l\u2019Arco del Poniente avec 3.600 logements.<\/li>\n\n\n\n<li><strong>Villaviciosa de Od\u00f3n<\/strong> projette Monte de la Villa (2.700).<\/li>\n\n\n\n<li><strong>Alcobendas<\/strong>, avec Valgrande, attend la d\u00e9cision judiciaire finale concernant un p\u00e9rim\u00e8tre de 8.600 logements.<\/li>\n<\/ul>\n\n\n\n<p>Au total, la trentaine d\u2019op\u00e9rations urbanistiques en cours \u00e0 Madrid couvre <strong>197,5 millions de m\u00b2<\/strong> et accueillera plus de 835.000 habitants, soit 12 % de la population actuelle de la Communaut\u00e9. Jamais la r\u00e9gion n\u2019avait fait face \u00e0 un volume d\u2019activit\u00e9 similaire.
