C\u2019est ce que confirme l\u2019\u00e9tude <em><a href=\"https:\/\/www.ipsos.com\/sites\/default\/files\/ct\/news\/documents\/2025-07\/Ipsos%20Housing%20Monitor%202025_Espa%C3%B1a.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Housing Monitor<\/a><\/em> d\u2019Ipsos, qui souligne que <strong>74 % de la population estime que ce sujet ne re\u00e7oit pas l\u2019attention n\u00e9cessaire<\/strong>. Le sentiment d\u2019insatisfaction est particuli\u00e8rement \u00e9lev\u00e9 dans notre pays : l\u2019Espagne arrive en t\u00eate du classement europ\u00e9en, avec seulement 48 % des personnes interrog\u00e9es se d\u00e9clarant satisfaites de leur logement actuel. De plus, <strong>trois personnes sur quatre (76 %) consid\u00e8rent que le pays va dans la mauvaise direction en mati\u00e8re de logement<\/strong>.<\/p>\n\n\n\n<p>En effet, dans son dernier rapport sur les m\u00e9nages et les individus, la <a href=\"https:\/\/www.bde.es\/f\/webbe\/SES\/Secciones\/Publicaciones\/PublicacionesAnuales\/InformesAnuales\/23\/Fich\/InfAnual_2023.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Banque d\u2019Espagne<\/a> <strong>alerte sur un <a href=\"https:\/\/blog.urbanitae.com\/fr\/2025\/07\/23\/deficit-de-logements-en-espagne-le-fmi-appelle-a-accelerer-la-construction\/?utm_source=blog_fr&#038;utm_medium=organic&#038;utm_campaign=urbanitae_blog_0825&#038;utm_term=deficit&#038;utm_content=fr_escasez_de_vivienda\" target=\"_blank\" rel=\"noreferrer noopener\">d\u00e9ficit de 740 000 logements<\/a><\/strong> que le pays tra\u00eene depuis plus d\u2019une d\u00e9cennie.<\/p>\n\n\n\n<p>Parmi les causes de cette situation, <a href=\"https:\/\/www.caixabankresearch.com\/es\/analisis-sectorial\/inmobiliario\/mercado-inmobiliario-espanol-2024-2025-modo-expansivo\" target=\"_blank\" rel=\"noreferrer noopener\">CaixaBank Research<\/a> cite plusieurs facteurs dans une analyse r\u00e9cente : le <strong><a href=\"https:\/\/blog.urbanitae.com\/fr\/2025\/02\/05\/la-rarete-du-foncier-en-espagne-un-obstacle-cle-a-lacces-au-logement\/?utm_source=blog_fr&#038;utm_medium=organic&#038;utm_campaign=urbanitae_blog_0825&#038;utm_term=manque_de_terrains&#038;utm_content=fr_escasez_de_vivienda\" target=\"_blank\" rel=\"noreferrer noopener\">manque de terrains constructibles<\/a><\/strong>, la <strong>p\u00e9nurie de main-d\u2019\u0153uvre qualifi\u00e9e<\/strong>, un <strong><a href=\"https:\/\/blog.urbanitae.com\/fr\/2025\/06\/18\/fiscalite-et-logement-un-frein-a-linvestissement-immobilier\/?utm_source=blog_fr&#038;utm_medium=organic&#038;utm_campaign=urbanitae_blog_0825&#038;utm_term=cadre_reglementaire&#038;utm_content=fr_escasez_de_vivienda\" target=\"_blank\" rel=\"noreferrer noopener\">cadre r\u00e9glementaire de plus en plus complexe<\/a><\/strong>, et des <strong>co\u00fbts de construction<\/strong> qui, bien qu\u2019en mod\u00e9ration l\u2019ann\u00e9e derni\u00e8re, restent 30 % plus \u00e9lev\u00e9s que les niveaux de 2019. L\u2019ensemble de ces \u00e9l\u00e9ments dessine un sc\u00e9nario o\u00f9 l\u2019offre de logements fait face \u00e0 de s\u00e9rieuses limites pour r\u00e9pondre \u00e0 la demande r\u00e9elle.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Un d\u00e9ficit de logements, un probl\u00e8me mondial<\/h2>\n\n\n\n<p>Dans son dernier rapport <a href=\"https:\/\/www.dws.com\/AssetDownload\/Index?assetGuid=b93f2fa0-9f4f-43bc-9788-d75375463482&amp;consumer=E-Library\" target=\"_blank\" rel=\"noreferrer noopener\">Real Estate Research<\/a>, la soci\u00e9t\u00e9 de gestion d\u2019actifs DWS avertit que l\u2019offre de logements diminue dans toute l\u2019Europe et que la construction de nouveaux logements s\u2019est effondr\u00e9e dans la plupart des secteurs et des zones de march\u00e9. L\u2019entit\u00e9 estime \u00e9galement que <strong>l\u2019Europe cumule depuis 2011 un d\u00e9ficit d\u2019environ 1,4 million de logements r\u00e9sidentiels<\/strong>. Ce manque est particuli\u00e8rement marqu\u00e9 dans des march\u00e9s comme l\u2019Allemagne, le Royaume-Uni, les Pays-Bas et l\u2019Espagne. Plus pr\u00e9cis\u00e9ment, le d\u00e9ficit est chiffr\u00e9 \u00e0 1 357 964 logements.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Le cas des \u00c9tats-Unis<\/h2>\n\n\n\n<p>De l\u2019autre c\u00f4t\u00e9 de l\u2019Atlantique, la situation suit la m\u00eame tendance. La <strong>p\u00e9nurie de logements aux \u00c9tats-Unis a atteint en 2023 des niveaux sans pr\u00e9c\u00e9dent, avec un d\u00e9ficit estim\u00e9 \u00e0 4,7 millions d\u2019unit\u00e9s<\/strong>, selon une analyse de <a href=\"https:\/\/www.zillow.com\/research\/housing-deficit-35317\/\" target=\"_blank\" rel=\"noreferrer noopener\">Zillow<\/a> bas\u00e9e sur les derni\u00e8res donn\u00e9es du recensement.<\/p>\n\n\n\n<p>Bien que 1,4 million de nouveaux logements aient \u00e9t\u00e9 ajout\u00e9s l\u2019ann\u00e9e derni\u00e8re, la cr\u00e9ation de 1,8 million de m\u00e9nages a \u00e9largi l\u2019\u00e9cart de 159 000 unit\u00e9s suppl\u00e9mentaires, consolidant le d\u00e9s\u00e9quilibre entre l\u2019offre et la demande comme l\u2019un des principaux moteurs de la crise. Ce manque d\u2019offre a contraint <strong>8,1 millions de familles \u00e0 partager leur logement avec des personnes non apparent\u00e9es<\/strong>, une solution davantage dict\u00e9e par la n\u00e9cessit\u00e9 \u00e9conomique que par choix.<\/p>\n\n\n\n<p>Le probl\u00e8me est particuli\u00e8rement aigu dans les grandes m\u00e9tropoles comme New York, Los Angeles, Boston, San Francisco et Washington D.C. Toutefois, la m\u00eame \u00e9tude montre que, dans les r\u00e9gions o\u00f9 il y a moins de freins \u00e0 la construction de nouveaux logements, l\u2019activit\u00e9 des promoteurs a atteint <strong>1,45 million de logements achev\u00e9s en 2023<\/strong>, avec des pr\u00e9visions de 1,63 million prochainement \u2014 le volume le plus \u00e9lev\u00e9 depuis 2007.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">L\u2019Am\u00e9rique latine, l\u2019une des r\u00e9gions les plus sous tension<\/h2>\n\n\n\n<p>Si les chiffres des \u00c9tats-Unis sont particuli\u00e8rement frappants, le d\u00e9s\u00e9quilibre entre l\u2019offre et la demande de logements est un probl\u00e8me qui d\u00e9passe les fronti\u00e8res, et l\u2019Am\u00e9rique latine ne fait pas exception, constituant m\u00eame <strong>l\u2019un des grands d\u00e9fis structurels de la r\u00e9gion<\/strong>. Selon l\u2019<a href=\"https:\/\/unhabitat.org\/sites\/default\/files\/download-manager-files\/D%C3%A9ficit%20habitacional.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">ONU<\/a>, <strong>45 % des m\u00e9nages d\u2019Am\u00e9rique latine vivent dans des conditions de logement inad\u00e9quates, ce qui repr\u00e9sente pr\u00e8s de 300 millions de personnes<\/strong>.<\/p>\n\n\n\n<p>Ce chiffre inclut \u00e0 la fois le <strong>d\u00e9ficit quantitatif<\/strong> \u2014 l\u2019absence totale de logements disponibles, repr\u00e9sentant environ 5 % du total \u2014 et le <strong>d\u00e9ficit qualitatif<\/strong> beaucoup plus r\u00e9pandu (95 %), qui se r\u00e9f\u00e8re aux logements existants mais ne respectant pas les conditions minimales d\u2019habitabilit\u00e9 ou de s\u00e9curit\u00e9.<\/p>\n\n\n\n<p>La gravit\u00e9 du probl\u00e8me varie selon les pays, mais la tendance est commune dans toute la r\u00e9gion. Par exemple, au Costa Rica, environ <strong>11 % de la population vit dans une situation de logement inad\u00e9quat<\/strong>, tandis que dans des pays comme le Nicaragua, ce chiffre d\u00e9passe <strong>80 %<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Vers des transformations structurelles<\/h2>\n\n\n\n<p>En Espagne, plusieurs experts demandent aux gouvernements de pallier le manque de terrains et d\u2019engager un <strong>changement l\u00e9gislatif pour faciliter et acc\u00e9l\u00e9rer les processus de construction<\/strong>, jugeant n\u00e9cessaire de mettre en \u0153uvre des mesures en mati\u00e8re de logement afin de r\u00e9duire ce d\u00e9ficit et d\u2019att\u00e9nuer la forte concentration du probl\u00e8me dans certains march\u00e9s comme la Catalogne ou Madrid.<\/p>\n\n\n\n<p>Aux \u00c9tats-Unis, parmi les solutions propos\u00e9es figurent la <strong>promotion de formules comme les logements accessoires<\/strong> (<em>Accessory Dwelling Units, ADU<\/em>), les duplex ou triplex \u2014 un type de <em>logement interm\u00e9diaire<\/em> qui pourrait accro\u00eetre l\u2019offre, notamment dans les zones urbaines \u00e0 forte demande.<\/p>\n\n\n\n<p>Ce qui est certain, c\u2019est que l\u2019acc\u00e8s au logement est un d\u00e9fi qui d\u00e9passe les fronti\u00e8res nationales. Il n\u00e9cessite de repenser la planification et la r\u00e9glementation du march\u00e9 afin que l\u2019offre puisse r\u00e9pondre de mani\u00e8re plus \u00e9quilibr\u00e9e et durable \u00e0 une demande en constante augmentation. Il n\u2019existe pas de solution unique, mais l\u2019urgence de relancer la construction de logements neufs est claire \u2014 en particulier dans les march\u00e9s o\u00f9 l\u2019offre est rest\u00e9e stagnante pendant des ann\u00e9es. Pour cela, il sera essentiel de s\u2019attaquer aux probl\u00e8mes structurels actuels : p\u00e9nurie de terrains constructibles, manque de main-d\u2019\u0153uvre qualifi\u00e9e, co\u00fbts de construction \u00e9lev\u00e9s et complexit\u00e9 r\u00e9glementaire. Dans le m\u00eame temps, il faudra adapter les <a href=\"https:\/\/blog.urbanitae.com\/fr\/2024\/12\/27\/flex-living-la-tendance-du-logement-flexible-progresse-en-espagne\/?utm_source=blog_fr&#038;utm_medium=organic&#038;utm_campaign=urbanitae_blog_0825&#038;utm_term=modeles_de_logement&#038;utm_content=fr_escasez_de_vivienda\" target=\"_blank\" rel=\"noreferrer noopener\">mod\u00e8les de logement aux nouveaux besoins sociaux, en misant sur davantage de flexibilit\u00e9, de durabilit\u00e9 et d\u2019accessibilit\u00e9<\/a>, afin de cr\u00e9er un environnement favorable au d\u00e9veloppement de projets viables et durables \u00e0 long terme.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>L\u2019Allemagne, le Royaume-Uni et les Pays-Bas connaissent la m\u00eame situation en Europe.
