Apr\u00e8s plus d\u2019une d\u00e9cennie de production limit\u00e9e, <strong><a href=\"https:\/\/www.cbre.es\/insights\/articles\/la-produccion-de-viviendas-protegidas-alcanza-su-mayor-cifra-en-10-anos\" target=\"_blank\" rel=\"noreferrer noopener\">2024 a marqu\u00e9 un tournant avec une augmentation de 62 % du nombre de logements qualifi\u00e9s<\/a><\/strong>, c\u2019est-\u00e0-dire reconnus officiellement comme logements prot\u00e9g\u00e9s, par rapport \u00e0 l\u2019ann\u00e9e pr\u00e9c\u00e9dente. Ce volume, qui atteint des niveaux in\u00e9dits depuis 2014, refl\u00e8te un regain d\u2019int\u00e9r\u00eat public et institutionnel pour att\u00e9nuer la pression r\u00e9sidentielle. Cependant, l\u2019\u00e9cart entre l\u2019offre disponible et les besoins r\u00e9els des m\u00e9nages reste consid\u00e9rable, influen\u00e7ant \u00e0 la fois l\u2019\u00e9volution du march\u00e9 immobilier et les opportunit\u00e9s d\u2019investissement social.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Un rebond historique mais un d\u00e9ficit persistant<\/h2>\n\n\n\n<p>Les donn\u00e9es de <strong>CBRE<\/strong> confirment qu\u2019en <strong>2024, 14 371 logements sociaux ont \u00e9t\u00e9 qualifi\u00e9s<\/strong>, soit le chiffre le plus \u00e9lev\u00e9 de la derni\u00e8re d\u00e9cennie, plus du double des quelque 5 000 unit\u00e9s enregistr\u00e9es lors du creux de 2017. <strong>Ce volume traduit un changement de tendance apr\u00e8s des ann\u00e9es de niveaux historiquement bas<\/strong>, principalement stimul\u00e9 par l\u2019activation de programmes publics et les investissements institutionnels.<\/p>\n\n\n\n<p>N\u00e9anmoins, ce niveau de production reste bien en de\u00e7\u00e0 des standards d\u2019avant la crise financi\u00e8re. En 2008, plus de 68 000 logements sociaux \u00e9taient livr\u00e9s chaque ann\u00e9e, un volume qui contraste fortement avec la situation actuelle. En termes relatifs, <strong><a href=\"https:\/\/www.idealista.com\/news\/inmobiliario\/vivienda\/2025\/05\/23\/846343-las-viviendas-iniciadas-tocan-maximos-de-14-anos-con-mas-136-000-unidades-en-2024\" target=\"_blank\" rel=\"noreferrer noopener\">le logement social est pass\u00e9 de 30 % de l\u2019ensemble des logements achev\u00e9s en 2014 \u00e0 14 % en 2024<\/a><\/strong>, une baisse qui met en \u00e9vidence l\u2019ampleur du d\u00e9s\u00e9quilibre structurel accumul\u00e9 depuis plus d\u2019une d\u00e9cennie, et qui demeure insuffisante pour r\u00e9\u00e9quilibrer l\u2019offre face \u00e0 la cr\u00e9ation de nouveaux m\u00e9nages.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Une carte in\u00e9gale : la concentration territoriale du logement abordable<\/h2>\n\n\n\n<p>Malgr\u00e9 le rebond observ\u00e9 en 2024, un d\u00e9ficit structurel important subsiste, et il ne se r\u00e9partit pas de mani\u00e8re homog\u00e8ne. La croissance du logement social s\u2019est concentr\u00e9e dans les territoires connaissant la plus forte pression g\u00e9ographique et une demande non satisfaite. En 2024, la <strong>Communaut\u00e9 de Madrid<\/strong> a \u00e9t\u00e9 en t\u00eate avec <strong>47 % des logements qualifi\u00e9s (pr\u00e8s de 6 800 unit\u00e9s)<\/strong>, suivie du <strong>Pays basque (14 %) et de la Catalogne (13 %)<\/strong>, qui, avec Madrid, ont repr\u00e9sent\u00e9 environ 74 % de la production nationale.<\/p>\n\n\n\n<p>\u00c0 l\u2019oppos\u00e9, des r\u00e9gions comme <strong>La Rioja, Murcie et Cantabrie<\/strong> n\u2019ont enregistr\u00e9 aucun nouveau logement social, tandis que la <strong>Galice<\/strong> n\u2019en a comptabilis\u00e9 que cinq unit\u00e9s. Ce d\u00e9s\u00e9quilibre territorial montre que la pression d\u00e9mographique, la disponibilit\u00e9 du foncier et l\u2019agilit\u00e9 administrative sont des facteurs cl\u00e9s pour stimuler ce type de projets.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Les piliers du logement social<\/h2>\n\n\n\n<p>En plus de cette concentration g\u00e9ographique, le <strong>r\u00e9gime de tenure<\/strong> continue de privil\u00e9gier clairement la propri\u00e9t\u00e9 au d\u00e9triment de la location abordable. Bien que la majeure partie de la demande non satisfaite concerne la location, la majorit\u00e9 des nouvelles op\u00e9rations reste orient\u00e9e vers la vente.<\/p>\n\n\n\n<p>En 2024, <strong>seulement 26 % des logements qualifi\u00e9s ont \u00e9t\u00e9 destin\u00e9s \u00e0 la location sans option d\u2019achat<\/strong>, tandis que le reste correspondait \u00e0 des r\u00e9gimes de propri\u00e9t\u00e9 ou \u00e0 des formules mixtes comme les coop\u00e9ratives ou la cession d\u2019usage. Ce sch\u00e9ma est coh\u00e9rent avec la tradition r\u00e9sidentielle espagnole, o\u00f9 environ <strong><a href=\"https:\/\/www.idealista.com\/news\/inmobiliario\/vivienda\/2025\/02\/17\/832437-las-viviendas-en-alquiler-ya-suponen-mas-del-20-de-los-hogares-en-espana\" target=\"_blank\" rel=\"noreferrer noopener\">73 % des m\u00e9nages sont propri\u00e9taires<\/a><\/strong>. N\u00e9anmoins, cela complique la consolidation d\u2019un parc locatif social suffisant et stable, capable de r\u00e9pondre \u00e0 la pression de la demande dans les grands centres urbains.<\/p>\n\n\n\n<p>Le rebond observ\u00e9 l\u2019ann\u00e9e derni\u00e8re n\u2019aurait pas \u00e9t\u00e9 possible sans l\u2019apport de <strong>ressources europ\u00e9ennes et de programmes nationaux<\/strong>. Parmi les initiatives les plus notables figurent <strong>le Plan d\u2019\u00c9tat pour le logement 2022-2025<\/strong>, qui mobilise des aides directes et un cofinancement r\u00e9gional, ainsi que le <strong><a href=\"https:\/\/blog.urbanitae.com\/fr\/2025\/02\/26\/les-propositions-des-partis-politiques-pour-lutter-contre-la-crise-du-logement\/?utm_source=blog_fr&#038;utm_medium=organic&#038;utm_campaign=urbanitae_blog_0725&#038;utm_term=plan&#038;utm_content=fr_vivienda_protegida_crece\" target=\"_blank\" rel=\"noreferrer noopener\">Plan de logement locatif abordable (PVAA)<\/a><\/strong>, dont l\u2019objectif est de cr\u00e9er jusqu\u2019\u00e0 184 000 logements abordables, dont plus de 80 000 \u00e9taient en cours d\u2019activation \u00e0 la fin du mois d\u2019ao\u00fbt 2024. \u00c0 ces outils s\u2019ajoutent les <strong>fonds europ\u00e9ens Next Generation EU<\/strong>, qui financent \u00e0 la fois des projets de construction neuve et de r\u00e9habilitation \u00e9nerg\u00e9tique.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Le financement participatif : un levier strat\u00e9gique pour stimuler le logement abordable<\/h2>\n\n\n\n<p>Dans ce contexte, le financement participatif appara\u00eet comme un levier strat\u00e9gique permettant de mobiliser des ressources priv\u00e9es vers des projets \u00e0 impact social, contribuant ainsi \u00e0 accro\u00eetre l\u2019offre de logements prot\u00e9g\u00e9s. Des plateformes comme <strong><a href=\"https:\/\/urbanitae.com\/fr\/?utm_source=blog_fr&amp;utm_medium=organic&amp;utm_campaign=urbanitae_blog_0725&amp;utm_term=urbanitae&amp;utm_content=fr_vivienda_protegida_crece\" target=\"_blank\" rel=\"noreferrer noopener\">Urbanitae<\/a><\/strong> ont jou\u00e9 un r\u00f4le cl\u00e9 dans cette dynamique.
