Oui, mais selon les experts, ils sont encore insuffisants pour r\u00e9pondre \u00e0 la demande importante.<\/p>\n\n\n\n<p>Le probl\u00e8me d&#8217;acc\u00e8s au logement est structurel et ancr\u00e9 en Espagne depuis des ann\u00e9es. Selon l&#8217;<a href=\"https:\/\/provivienda.org\/observatorio\/\" target=\"_blank\" rel=\"noreferrer noopener\">Observatoire du logement abordable<\/a>, r\u00e9alis\u00e9 par Provivienda, <strong>seulement 2,8 % des locations sont propos\u00e9es en dessous du prix du march\u00e9<\/strong>. Alors que certains individus chanceux ont la possibilit\u00e9 d&#8217;acc\u00e9der au march\u00e9 <a href=\"https:\/\/blog.urbanitae.com\/fr\/2024\/01\/15\/limmunite-de-limmobilier-residentiel-de-luxe\/?utm_source=blog_fr&amp;utm_medium=referral&amp;utm_campaign=urbanitae_blog_0124&amp;utm_term=residentiel+luxe&amp;utm_content=location_abordable\" target=\"_blank\" rel=\"noreferrer noopener\">r\u00e9sidentiel de luxe<\/a>, pour beaucoup, se procurer un logement devient souvent une v\u00e9ritable &#8220;mission impossible&#8221;.<\/p>\n\n\n\n<p>Le co\u00fbt \u00e9lev\u00e9 des logements, qu&#8217;ils soient en propri\u00e9t\u00e9 ou en location, surtout dans les grandes villes, combin\u00e9 aux bas salaires et \u00e0 l&#8217;instabilit\u00e9 de l&#8217;emploi, contribue largement \u00e0 aggraver cette situation, surtout parmi la population plus jeune.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">78 000 logements locatifs abordables<\/h2>\n\n\n\n<p>En Espagne, <strong>pr\u00e8s de la moiti\u00e9 des locataires consacrent plus de 30 % de leurs revenus \u00e0 leur loyer<\/strong>, selon les donn\u00e9es de l&#8217;Observatoire. Cela signifie qu&#8217;un m\u00e9nage sur trois ayant un logement en location fait un effort \u00e9conomique excessif.<\/p>\n\n\n\n<p>Dans le but de rem\u00e9dier aux probl\u00e8mes d&#8217;acc\u00e8s au logement, les administrations publiques ont lanc\u00e9 des appels d&#8217;offres en 2023 pour construire 78 000 logements locatifs abordables, selon le rapport &#8220;<a href=\"https:\/\/www.ey.com\/es_es\/news\/2023\/12\/las-distintas-administraciones-publicas-esperan-lanzar-78000-viviendas-alquiler-asequibles\" target=\"_blank\" rel=\"noreferrer noopener\">The Living Property Telescope<\/a>&#8221; d&#8217;EY. Le d\u00e9veloppement de ces projets, selon le cabinet de conseil, repr\u00e9sentera un investissement d&#8217;environ 5,5 milliards d&#8217;euros.<\/p>\n\n\n\n<p>Bien que cette nouvelle soit tr\u00e8s positive, elle n&#8217;est pas suffisante pour r\u00e9soudre le d\u00e9ficit de logement en Espagne, <strong>ne repr\u00e9sentant que 10 % des 800 000 logements pr\u00e9vus jusqu&#8217;en 2033<\/strong>, conclut le rapport. Javier Garc\u00eda Mateo, associ\u00e9 responsable du secteur immobilier dans le domaine Strat\u00e9gie et Transactions d&#8217;EY, souligne la n\u00e9cessit\u00e9 d&#8217;adopter des &#8220;mesures suppl\u00e9mentaires pour r\u00e9habiliter le parc de logements existant et l&#8217;adapter aux besoins des nouvelles g\u00e9n\u00e9rations&#8221;, car il est domin\u00e9 par des infrastructures &#8220;d\u00e9pass\u00e9es et obsol\u00e8tes&#8221;.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Madrid et son engagement en faveur du loyer abordable<\/h2>\n\n\n\n<p>La n\u00e9cessit\u00e9 de mettre sur le march\u00e9 des produits de location abordables en Espagne est une demande g\u00e9n\u00e9ralis\u00e9e, conduisant \u00e0 la mise en \u0153uvre de projets de collaboration public-priv\u00e9 pour la promotion de logements sous ce r\u00e9gime.<\/p>\n\n\n\n<p>La municipalit\u00e9 de Madrid est l&#8217;une des municipalit\u00e9s qui favorise le plus cette formule. En novembre dernier, par le biais de l&#8217;Entreprise municipale du logement et du foncier, elle a attribu\u00e9 150 appartements dans 12 quartiers de la capitale, avec des loyers inf\u00e9rieurs \u00e0 30 % des revenus de l&#8217;unit\u00e9 familiale.<\/p>\n\n\n\n<p>Sur les 150 logements, 101 appartiennent \u00e0 San Francisco Javier VI, la nouvelle promotion de l&#8217;EMVS Madrid dans l'&#8221;\u00e9coquartier&#8221; de Puente de Vallecas (compos\u00e9e de 12 d\u00e9veloppements, dont neuf sont achev\u00e9s et trois sont en construction, pour un total de 1 200 logements), <strong>et dont le loyer n&#8217;exc\u00e9dera pas 461 euros par mois<\/strong>.<\/p>\n\n\n\n<p>Il y a quelques jours \u00e0 peine, la municipalit\u00e9 de la capitale a lanc\u00e9 la construction de <a href=\"https:\/\/www.madrid.es\/portales\/munimadrid\/es\/Inicio\/El-Ayuntamiento\/Notas-de-distrito\/El-Ayuntamiento-comienza-las-obras-de-100-nuevas-viviendas-para-alquiler-asequible-en-Villa-de-Vallecas\/?vgnextfmt=default&amp;vgnextoid=02a272e2ad2fc810VgnVCM1000001d4a900aRCRD&amp;vgnextchannel=532e3780653ce010VgnVCM1000000b205a0aRCRD\" target=\"_blank\" rel=\"noreferrer noopener\">100 nouveaux logements locatifs abordables dans le quartier de Villa de Vallecas<\/a>, avec un investissement de 13,6 millions d&#8217;euros. Vallecas 62 est l&#8217;une des neuf promotions que l&#8217;EMVS Madrid a lanc\u00e9es en 2023, totalisant 688 nouveaux logements. En d\u00e9cembre dernier, des offres ont \u00e9galement \u00e9t\u00e9 faites pour les projets de trois nouvelles promotions avec 126 appartements. Dans ce quartier, l&#8217;EMVS Madrid a quatre promotions \u00e0 diff\u00e9rentes \u00e9tapes d&#8217;ex\u00e9cution, totalisant 310 appartements en location abordable.<\/p>\n\n\n\n<p>L&#8217;EMVS Madrid, avec plus de 10 500 logements en location ou en diff\u00e9rentes phases de construction, <strong>est le plus grand promoteur de logements publics en Espagne<\/strong>. Elle dispose actuellement de 8 000 logements en location abordable et d&#8217;environ 2 700 nouveaux logements r\u00e9partis dans 32 d\u00e9veloppements en construction et en appel d&#8217;offres.<\/p>\n\n\n\n<p>La Communaut\u00e9 de Madrid, quant \u00e0 elle, a annonc\u00e9 fin 2023 la construction d&#8217;environ 4 000 logements dans le cadre du <a href=\"https:\/\/www.comunidad.madrid\/servicios\/vivienda\/plan-vive\" target=\"_blank\" rel=\"noreferrer noopener\">Plan Vive<\/a> de location \u00e0 prix abordable pour cette nouvelle ann\u00e9e. L&#8217;objectif est d&#8217;\u00e9largir le parc de logements destin\u00e9s \u00e0 la location \u00e0 des prix abordables gr\u00e2ce \u00e0 une collaboration public-priv\u00e9. <strong>La Communaut\u00e9 vise ainsi \u00e0 construire 25 000 appartements au cours des huit prochaines ann\u00e9es<\/strong>, avec des loyers jusqu&#8217;\u00e0 50 % en dessous du march\u00e9.<\/p>\n\n\n\n<p>D&#8217;autres r\u00e9gions d&#8217;Espagne travaillent \u00e9galement dans la m\u00eame direction pour augmenter le parc de logements locatifs accessibles. C&#8217;est le cas de la municipalit\u00e9 de Saragosse, qui vient d&#8217;annoncer qu&#8217;elle contribuera \u00e0 mettre sur le march\u00e9 <a href=\"https:\/\/www.eleconomista.es\/vivienda-inmobiliario\/noticias\/12608793\/01\/24\/asi-seran-las-nuevas-viviendas-de-alquiler-asequible-en-zaragoza.html\" target=\"_blank\" rel=\"noreferrer noopener\">376 logements locatifs abordables<\/a>. La soci\u00e9t\u00e9 municipale Zaragoza Vivienda a accept\u00e9 d&#8217;attribuer les trois lots gr\u00e2ce \u00e0 la capture de 15,5 millions d&#8217;euros provenant des Fonds europ\u00e9ens Next Generation.<\/p>\n\n\n\n<p>En Catalogne, la Generalitat et la municipalit\u00e9 de Barcelone ont r\u00e9cemment sign\u00e9 un accord pour construire <a href=\"https:\/\/www.20minutos.es\/noticia\/5209273\/0\/generalitat-y-ajuntament-firman-el-convenio-para-empezar-a-constuir-637-viviendas-publicas-de-alquiler-asequible\/\" target=\"_blank\" rel=\"noreferrer noopener\">637 appartements sociaux locatifs abordables<\/a> au cours des cinq prochaines ann\u00e9es. La collaboration inclut une deuxi\u00e8me phase qui portera le chiffre \u00e0 1 700 logements sociaux sur des terrains municipaux.<\/p>\n\n\n\n<p>Il n&#8217;y a pas de chemins certains vers le succ\u00e8s dans les investissements. En fait, nous ne pouvons pas contr\u00f4ler le succ\u00e8s de nos d\u00e9cisions, mais nous pouvons limiter le risque de nos investissements.
